2024年6月6日、令和6年6月香取市議会定例会にて、一般質問が行われました。
2日目の今日は、5人の議員が一般質問を行いました。
かとう裕太は3番目で登壇し、一般質問を行いました。
今回は、災害対策・安心安全なまちづくり、HPVワクチンの接種、奨学金の活用、政治活動と選挙運動について伺いました。
質問の中で、伊藤友則市長の政治資金規正法違反（政治資金収支報告書不記載）と公職選挙法違反（選挙事務所の数・休憩所等の禁止違反）について、追及しました。
前回の一般質問で伊藤友則市長の政治団体の政治資金規正法違反を追及した後、5月28日付で収支報告書の訂正が行われました。
訂正された収支報告書を見ると、伊藤友則市長の2つの政治団体合計で収入総額1,042万円、支出総額944万1,080円が不記載となっていた、ということになります。
今回の一般質問では、収支報告書の訂正の内容を伺いました。
前回の一般質問での伊藤友則市長の答弁での説明と、今回の訂正に関する説明とでは食い違うところも出てきました。
1,000万円を超える不記載が起こってしまった理由についても伺いましたが、はっきりとした理由は答弁いただけませんでした。
また、収支報告書は訂正されましたが、事務所費などまだそこに記載されていないと思われるものがあったので指摘したところ、選挙期間中に選挙事務所や休憩所等を複数設置していたという伊藤友則市長の答弁があったので、それは公職選挙法に違反する可能性があることを指摘しました。
最後にその公職選挙法違反について説明をし、答弁を求めようとしたところ、まだ一般質問の残り時間が残っていたにもかかわらず、河野節子議長に一般質問を止めるように発言を遮られてしまい、最後の時間を使うことができませんでした。
その後、河野節子議長と同じ会派の久保木宗一議員の一般質問の際には、残り時間が0秒となっていたにもかかわらず、発言を遮らずに最後まで発言を許していた（さらにそこからの質問は許可しませんでしたが）のを見て、大変不公平、不平等な議事運営だと感じました。
香取市議会議員になって6年目ですが、こういったことはこれまでなく、現在の議会はフェアな運営がされていないと感じます。
先日の議会だよりの、かとう裕太の一般質問のページの内容の変更を求める動きもそうですが、表現の自由を軽視し、自分達にとって都合の悪いことは封じようとするのでは、自由な議論はできませんし、そういった議会のもとでは、このまちをよくするためにどうするのか、という建設的な議論はできなくなってしまうと考えます。
自由で開かれた議会を守るために、活動を続けて参ります。

On June 6, 2024, at the regular session of the Katori City Council in Reiwa 6, general questions were held.
On the second day, five council members conducted general questions.
Yuta Kato took the podium third and conducted his general questioning.
In his questioning, he pursued Mayor Tomonori Ito regarding violations of the Political Funds Control Law (failure to record in political funds income and expenditure reports) and the Public Offices Election Law (violation of restrictions on the number of election offices and rest areas).
Following the previous general questions where Mayor Tomonori Ito’s political group was pursued for violations of the Political Funds Control Law, a correction to the income and expenditure report was made on May 28.
Upon reviewing the corrected income and expenditure report, it was revealed that a total of 10.42 million yen in income and 9.44108 million yen in expenditures were unrecorded across Mayor Tomonori Ito’s two political groups.
In this general questioning, inquiries were made about the content of the corrections to the income and expenditure report.
There were discrepancies between Mayor Tomonori Ito’s explanations during the previous general questions and his explanations regarding this correction.
When asked about the reason for the unrecorded amount exceeding 10 million yen, no clear reason was provided in the response.
Additionally, although the income and expenditure report was corrected, there seemed to be items like office expenses that were still not recorded. When this was pointed out, Mayor Tomonori Ito responded that multiple election offices and rest areas were established during the election period, which could potentially be a violation of the Public Offices Election Law.
Finally, when I sought an explanation and response regarding this violation of the Public Offices Election Law, my speech was interrupted by Speaker Setsuko Kono, who instructed me to stop the general questioning despite having remaining time, preventing me from using the final portion of my time.
Subsequently, during Council Member Soichi Kuboki’s general questioning, despite having zero seconds remaining, his speech was not interrupted, and he was allowed to continue until the end (though no further questions were permitted). This struck me as extremely unfair and unequal council management.
As I enter my sixth year as a council member of Katori City, such occurrences have not happened before, and I feel that the current council is not being managed fairly.
This is similar to the recent movement to change the content of Yuta Kato’s general questions page in the council newsletter, disregarding freedom of expression and attempting to suppress inconvenient truths, making free discussions impossible. Under such a council, constructive discussions on how to improve this city cannot be held.
To protect a free and open council, I will continue my activities.
