香取市デマンド交通「かとくる」がスタート　2024年10月1日からの公共交通の再編は？

2024年10月1日から香取市の公共交通が再編され、新たなかたちでの公共交通がスタートします。

その中でも新たな試みとして、香取市デマンド交通「かとくる」の実証運行が始まります。

「かとくる」ってなに？「デマンド交通」ってなに？

「かとくる」は、2024年10月1日から始まる香取市デマンド交通の愛称です。

「デマンド交通」というのは、デマンド（demand＝要求・需要）に応じて運行する交通で、簡単にいうと利用者の予約によって運行する交通ということになります。

香取市の「かとくる（デマンド交通）」はどんなもの？

「かとくる」は、香取市が所有するワゴン車を使用して、利用者の予約によって運行するデマンド交通になります。

ちょっと複雑ですが、「かとくる」には2種類の方式があります。

2種類というのは、「区域運行」と「ルート運行」になります。

「かとくる」の「区域運行」ってなに？どんな感じ？

「かとくる」の「区域運行」は、誤解を恐れずに簡単に言えば、乗合タクシーみたいな感じで使える方式になります。

指定された区域（エリア）内であれば、どこでも自由に乗降できます。

運行時間は平日の8時から19時までです。

土日祝日と年末年始は運休です。

指定された区域はどこ？

山田地区、栗源地区、長山、本矢作、福田、伊地山、九美上となります。

このエリア内では自由に乗降できます。

指定された区域以外では使えない？

指定された区域（エリア）の外であっても、佐原駅周辺と小見川駅周辺に設けられる「共通乗降場所（85ヶ所）」であれば、指定された区域内の場所と行き来ができます。

佐原から小見川には行けるの？

「共通乗降場所」同士の行き来はできません。

例を挙げると、佐原駅（共通乗降場所）と橘ふれあい公園（指定された区域内）の間では往復で乗降できますが、佐原駅（共通乗降場所）と小見川駅（共通乗降場所）の間では往復どちらも利用できないことになります。

かとくるの区域運行の利用方法・予約方法は？

かとくるの区域運行を利用するには、事前登録が必要です。

事前登録はアプリ（パブテク）や電話（0299-95-8827）からできます。

予約もアプリ・電話から行うことができます。

予約をする際に希望時間や目的地を指定して予約することになります。

予約締め切りは1時間前までとなります。

かとくるの区域運行の利用料金は？

かとくるの区域運行の利用料金は、以下のようになります。

「かとくる」の「ルート運行」ってなに？どんな感じ？

「かとくる」の「ルート運行」は、誤解を恐れずに簡単に言えば、路線バスや循環バスのような感じで使える、決まったルートを、予約があった場合にワゴン車が走る方式になります。

ただし、路線バスや循環バスと違って、指定乗降場所（バス停）で待っていてそこにワゴン車が来ても、予約していなければ乗れないことに注意が必要です。

運行時間は平日7時から19時になります。

土日祝日と年末年始は運休です。

かとくるのルート運行のルートは以下のようになります。

廃止されるバス路線の代替として、通学・通勤支援で決まったルートを運行します。

かとくるのルート運行も事前登録が必要です。

事前登録はアプリ（パブテク）や電話（0299-95-8827）からできます。

路線バスや香取市循環バスについては、公共交通の再編で減便や路線の新設・廃止なども行われます。

小見川地区の一部（小見川中央小学区、小見川東小学区）で行われている、香取市乗合タクシーについては、10月1日以降も現在の運行エリア及び運行時間帯、運賃等で運行を継続する予定で、10月1日から共通乗降場所に医院や歯科医院が増えて便利になる予定です。

なぜ香取市の公共交通を再編するの？

香取市の公共交通を大きく再編する理由としては、路線バスと循環バスで現在の路線を維持することが困難な状況になっているからです。

なぜそうなったかというと、全国的に乗務員不足が深刻な課題となっていることに加え、2024年4月から乗務員の働き方改革が実施されたことで、1人の乗務員が運転できる時間が短くなったことが大きな要因となり、現在の路線の維持が難しくなってしまい、今回の再編となりました。

香取市の公共交通が大きく変わるけど、説明会はあるの？

公共交通の再編にあたっては、市民のみなさんへの丁寧な説明が必要だと考えます。

以前から市の行政には確りとしたご説明をお願いしているところです。

香取市内の公共交通の運行内容変更についての説明会が開催される予定となっていますので、是非ご参加ください。

説明会の内容としては、バスの運行見直しと、かとくるの運行開始についてとなっています。

“Katokuru” is the nickname for Katori City’s demand-responsive transportation, which will start on October 1, 2024.

Demand-responsive transportation refers to a service that operates in response to demand, meaning it operates based on user reservations.

What is Katori City’s “Katokuru” (demand-responsive transportation)?

“Katokuru” is a demand-responsive transportation service that uses a van owned by Katori City and operates based on user reservations.

There are two types of “Katokuru” services, which may be a bit complicated: “Area Operation” and “Route Operation.”

What is the “Area Operation” of “Katokuru”? How does it work?

Simply put, the “Area Operation” of “Katokuru” can be used similarly to a shared taxi.

You can board and get off freely anywhere within the designated areas.

The service operates on weekdays from 8:00 AM to 7:00 PM and is not available on weekends, public holidays, and during the New Year period.

Where are the designated areas?

The areas include Yamada District, Kurimoto District, Nagayama, Motoyasaku, Fukuda, Ijiyama, and Kubikami.

You can board and get off freely within these areas.

Can I use the service outside the designated areas?

Even if you are outside the designated areas, you can board and get off at the 85 “Common Boarding Points” near Sawara Station and Omigawa Station, which connect to locations within the designated areas.

Can I travel between Sawara and Omigawa?

You cannot travel directly between the Common Boarding Points.

For example, you can travel between Sawara Station (a Common Boarding Point) and Tachibana Fureai Park (inside a designated area), but you cannot travel between Sawara Station and Omigawa Station (both Common Boarding Points).

How do I use and reserve the “Area Operation” of “Katokuru”?

To use the Area Operation of “Katokuru,” prior registration is required.

You can register in advance via the app (Pubtech) or by phone at 0299-95-8827.

The app is currently in its final stages of preparation (as of September 25, 2024, 10:00 PM).

Reservations can also be made via the app or phone, and you will need to specify your desired time and destination when making a reservation.

The reservation deadline is up to one hour before the ride.

What is the “Route Operation” of “Katokuru”? How does it work?

Simply put, the “Route Operation” of “Katokuru” functions like a regular or circular bus, running on fixed routes when a reservation is made.

However, unlike regular or circular buses, even if a van arrives at a designated bus stop, you cannot board without a reservation.

The service operates on weekdays from 7:00 AM to 7:00 PM, and it does not operate on weekends, public holidays, and during the New Year period.

How do I use and reserve the “Route Operation” of “Katokuru”?

Prior registration is required for the Route Operation of “Katokuru.”

Reservations must be made at least one hour before the start of each service.

What will happen to other bus routes, circular buses, and shared taxis in Katori City starting October 1?

As part of the public transportation restructuring, bus routes and circular buses will see reductions, new routes, and discontinued services.

The shared taxi service in some areas of Omigawa (Omigawa Central Elementary and Omigawa East Elementary School Districts) will continue to operate with the same routes, hours, and fares as before. Starting October 1, additional common boarding points will be added at clinics and dental clinics for greater convenience.

Why is Katori City’s public transportation being restructured?

The restructuring is necessary because it has become difficult to maintain the current routes for both regular and circular buses.

This is due to a national shortage of drivers, which has become a serious issue. Additionally, with the implementation of work reform for drivers in April 2024, the time that one driver can work has been reduced, making it even harder to maintain current routes.

Will there be an information session about the changes in Katori City’s public transportation?

Yes, information sessions will be held regarding the changes to public transportation, including the bus route revisions and the start of Katokuru’s operations.
