みなさんこんばんは。千葉県議会議員（香取市・香取郡神崎町・香取郡多古町選出）の、かとう裕太（加藤裕太）です。
2025年11月25日、「令和7年度ちば農福連携フォーラム」に参加いたしました。
農福連携は、農林水産省の定義では、障害者等が農業分野で活躍することを通じ、自信や生きがいを持って社会参画を実現していく取組とされておりますが、農業と福祉が連携し、障害のある方の就労や生きがいづくりを支援するとともに、農業の担い手不足解消にもつながる取り組みとして、千葉県としても推進しています。
農福連携は、農業が基幹産業である香取地域においても重要な取り組みだと考え、かとう裕太も令和7年6月定例県議会における予算委員会において、農福連携の推進についての質問を行いました。
質問後、どのように農福連携の取り組みが進められているのかを確認するためにも、今回「令和7年度ちば農福連携フォーラム」に参加させていただきました。
オープニングセレモニーには熊谷俊人知事が登壇され、新たな総合計画にも触れながら、千葉県として農福連携を重点施策の一つとして位置づけていることを強調されていました。
県が明確に重要な取り組みと認識し、後押ししていく姿勢を示されたことは、現場に携わるみなさんにとっても大きな力になるのではないかなと感じました。
基調講演では、千葉大学の吉田行郷教授より、全国や県内の農福連携の状況についてお話をいただきました。
その中で現状の課題や今後の農福連携の可能性などについてもお話があり、農福連携の取り組みはまだまだ広げていける余地があるなと感じました。
トークセッションでは、実際に農福連携を進めている福祉事業者や団体、企業の方々が登壇し、現場の経験や課題について率直に語ってくださいました。
私の地元の香取地域でもすでに農福連携の取り組みを進めていらっしゃる事業者さんもいらっしゃいますが、他の事業者さんでもさらに活用できる場面が多いのではないかと感じました。
スピーカー方のお話の中で印象的だったのは、障害のある方が自らの特性を活かし、その分野のエキスパートとして力を発揮されている姿でした。
同じ作業を丁寧に継続する力や正確な手順で作業を進めること、細かい作業への集中力などの特性が農業現場で大きな強みになり、事業者の方々も戦力として欠かせない存在だと話されていたのが印象的でした。
農福連携によって活躍の場が創られるというのは、いい取り組みだなと再確認いたしました。
一方で、登壇されたスピーカーは福祉サイドの方が中心で、農業側の方がいなかった点は少し気になりました。
農福連携を取り入れたことで、業績も伸び、事業を拡大する農業者の方の事例も紹介されていましたので、そういった効果の面ももっと知ってもらえると取り組みが広がりやすいのではないかと感じました。
今回のフォーラムで得た学びを活かし、地元の香取地域でも取り組みが広がり、みなさんにとっていい状況をつくれるように活動して参りたいと思います。
Participation in the FY2025 Chiba Agriculture-welfare Collaboration Forum
Confirming Progress on Issues Raised in the Budget Committee
Hello everyone. I am Yuta Kato, Member of the Chiba Prefectural Assembly representing Katori City, Kozaki Town, and Tako Town.
On November 25, 2025, I participated in the FY2025 Chiba Agriculture-welfare Collaboration Forum.
According to the definition by the Ministry of Agriculture, Forestry and Fisheries (MAFF),
Agriculture-welfare Collaborations (AWC) are initiatives that enable persons with disabilities to engage in the agricultural sector, helping them gain self-confidence, a sense of purpose in life, and social participation.
At the same time, AWC contributes to addressing labor shortages in agriculture by creating employment opportunities for persons with disabilities.
Recognizing the importance of AWC in the Katori region, where agriculture is a core industry, I raised questions regarding the promotion of AWC during the Budget Committee session of the June 2025 Regular Prefectural Assembly.
To follow up on how the initiative has progressed since my questions, I attended this year’s Agriculture-welfare Collaboration Forum.
Governor Kumagai Emphasizes Prefectural Commitment
Governor Toshihito Kumagai delivered remarks at the opening ceremony, referring to the prefecture’s new Comprehensive Plan and stressing that Chiba Prefecture positions Agriculture-welfare Collaborations as a key policy priority.
The governor’s clear recognition of the initiative’s importance—and the prefecture’s commitment to promoting it—will undoubtedly encourage those working on the front lines. I felt this strong message would be a significant support to practitioners.
Keynote Speech: Current Status and Future Possibilities of AWC
In the keynote address, Professor Yukisato Yoshida of Chiba University spoke about the current status of Agriculture-welfare Collaborations across Japan and within Chiba Prefecture.
He also discussed existing challenges and future possibilities for AWC, and I came away with the impression that there remains considerable potential for further expansion of these initiatives.
Insights from Practitioners Engaged in AWC
During the talk session, representatives from welfare service providers, organizations, and companies involved in AWC spoke candidly about their on-the-ground experiences and the challenges they face.
In the Katori region, some businesses have already adopted AWC, but listening to the speakers, I felt that there are many more opportunities for wider utilization among other local businesses.
What impressed me most was how persons with disabilities make use of their individual strengths to excel as experts in specific tasks.
Characteristics such as the ability to diligently perform repetitive work, follow procedures accurately, and concentrate on detailed tasks were described as major advantages in agricultural operations. Many presenters emphasized that these individuals have become indispensable members of their teams.
This reaffirmed for me that AWC creates meaningful opportunities for persons with disabilities to thrive.
A Notable Point: Few Voices from the Agricultural Sector
One point that concerned me was that the speakers were primarily from the welfare sector, with no representatives from the agricultural side.
The forum introduced successful cases in which agricultural businesses adopting AWC improved their performance and expanded their operations.
I believe that sharing more of these agricultural success stories would help promote broader adoption of AWC.
Applying What I Learned to the Katori Region
I intend to make full use of the insights gained through this forum to help expand AWC efforts in the Katori region and to create better opportunities for all involved.
As a prefectural assembly member, I will continue working to promote initiatives that contribute to building an inclusive regional community and revitalizing local agriculture through Agriculture-welfare Collaborations.
